Zelensky Signed a Decree on Mass Reforms

President of Ukraine Vladimir Zelensky signed a decree “On urgent measures to implement reforms and strengthen the state”, reports the press service of the head of state.

The document refers to measures aimed at the continuation of structural economic reforms, the introduction of additional mechanisms to accelerate the social-economic development of Ukraine, increase the level of well-being of the population, harmonious development of the regions, the introduction of European standards of life, and the strengthening of the state, the press service of the President reports.

By the end of this year, in the economic, financial, and energy spheres, the Cabinet of Ministers should take measures to develop, submit to the Verkhovna Rada, and support bills to create conditions:

  • To operate a competitive railway transport market in Ukraine and to improve the quality and accessibility of related services;
  • For the operation of inland water transport;
  • For waste management;
  • For countering the illegal extraction of amber;
  • For the repayment of debts on the wholesale electricity market formed before 1 June 2019;
  • For the liberalisation of the production of ethyl alcohol;
  • For the liberalisation of labour relations and the updating of labour legislation.

In addition, by the end of the year, the government is expected to draft laws to create favourable conditions for the activities of entrepreneurs, in particular the introduction of a two-year moratorium on the inspection of individuals-entrepreneurs and the mitigation of their liability for violation of the reporting procedure related to the use of settlement registrars.

The Cabinet of Ministers should also develop and approve a plan of measures to increase Ukraine’s position in the World Bank’s “Doing Business” ranking before the end of this year and complete the procedure of separating natural gas transportation activities from its production and supply activities and creating an independent operator of Ukraine’s gas transportation system.

By December 31st 2019 the government must:

  • Start large-scale privatisation, in particular the definition of 5 objects of large privatisation;
  • Prepare for the introduction of a market for agricultural land, including the establishment of an electronic register of engineers/land surveyors;
  • Form independent supervisory boards for all state banks;
  • Approve the plan of measures for the establishment and implementation of the Unified State Electronic System in the field of construction;
  • Implement the first phase of the “e-Malyatko” project and review the boundaries of hospital districts;
  • Introduce a new modern methodology for calculating the subsistence minimum, taking into account European standards;
  • Increase state support for families with children;
  • Develop the “e-Veteran” electronic platform Terms of Reference;
  • Introduce before the end of this year a new unified system of leadership and management of defence forces, in line with NATO, and the development of the structure of the defence plan of Ukraine.

By the end of next year, the government is supposed to determine the principles for the organisation and carrying out of defence planning and management of defence resources, taking into account the experience of NATO member states and the European Union.

In the sphere of foreign policy, for the rest of this year and during 2020, the government is supposed to implement measures to strengthen international support for Ukraine in the restoration of sovereignty and territorial integrity and ensure permanent international support for the Ukrainian state’s course towards European and Euro-Atlantic integration.

According to the decree, the Commission on Legal Reform should submit to the President of Ukraine proposals for changes to the Constitution with regard to the decentralisation of power by December 1st 2019.

There was also an important item in the document about transplantation and in general about the medical system. From March 21st 2020 it is necessary to ensure the operation of the Unified State Information System for Transplantation, the implementation of state guarantees of medical care for the population, and the transition of state and communal health-care institutions capable of providing quality and safe medical services to a new mechanism of budgetary financing on the basis of payment for medical services provided.

Concerning the activities of the media, from December 31st 2019 it is ordered to develop and submit to the Verkhovna Rada of Ukraine draft laws on the regulation of media activities in Ukraine, providing provisions on requirements and standards of news, mechanisms to prevent the spread of unreliable, distorted information, its refutation, prohibition of natural and legal persons of the aggressor state to own or finance media in Ukraine, and provide for increased liability for violations of information legislation.
